Taiwan Invokes Special Safeguards for Chicken and Pork Imports

Report Highlights:

On September 26 and September 28, 2023, Taiwan notified the WTO that it was invoking volume-based special safeguards on imports of other chicken cuts and pork belly, respectively. Between January 1 and September 5, 2023, Taiwan imported 9,211.2 MT of other chicken cuts. Between January 1 and September 11, 2023, Taiwan imported 15,160 MT of pork belly. Both of these volumes exceed the specified trigger levels for the activation of the special safeguards. Accordingly, Taiwan will impose additional duties, equivalent to an additional one third of the normal duties, from the date of the activation until December 31, 2023.

General Information:
On September 26, 2023, Taiwan notified the WTO that it was invoking a volume-based special safeguard (SSG) on imports of other chicken cuts under the HS codes of 02071100, 02071200, 02071319, 02071419, 02109919, and 16023220 (G/AG/N/TPKM/227). The product description associated with each HS code is listed below.

Between January 1 and September 5, 2023, Taiwan imported 9,211.2 MT of other chicken cuts, which exceeds the 9,197.6 MT trigger level for the activation of the SSG. (NOTE: the SSG is triggered when imports exceed 125 percent of the average import volume of the last three years.) Accordingly, Taiwan is imposing additional duties on other chicken cuts (an additional one third of the normal duties of 20 percent for WTO members) from September 5 to December 31, 2023.

Taiwan customs data show that, between January and the end of September 2023, Taiwan imported 11,641.1 MT of other chicken cuts, 98 percent (11,447.7 MT) of which was from the United States.
